Coming soon: NHSBSA Overseas Health Services UK EHIC/UK GHIC Digital Application - Key Performance Indicators Dataset

28 October 2025

Performance data for the NHS Business Services Authority (NHSBSA) Overseas Health Services UK European Health Insurance Card (EHIC) and UK Global Health Insurance Card (UK GHIC) Digital Application service will soon be published on the NHSBSA Open Data Portal.

This dataset will provide insights into key service metrics and focuses on comparing traditional processing routes with self-service digital solutions, specifically for the UK EHIC and UK GHIC services.

What is the NHSBSA Overseas Health Services UK EHIC/UK GHIC Digital Application service?

The UK EHIC/UK GHIC Digital Application Service is operated by the Overseas Healthcare Services team at the NHSBSA. The team is responsible for administering and delivering UK EHICs to individuals who have rights under the Withdrawal Agreement, and UK GHICs to eligible UK residents. These cards enable UK residents to access medically necessary, state-provided healthcare while travelling in the EU and certain other countries, on the same basis as residents of those countries.

What are we publishing?

This dataset includes metrics such as Completion Rate and Digital Take-up, alongside insights from the Customer Satisfaction Survey, which evaluates the overall user experience.

  • Total transactions: The total number of submitted applications.
  • Completion rate: The Google Analytics metric that shows the percentage of users who submitted the online application after starting it.
  • Digital take-up: The percentage of submitted applications that were digitally created. Calculated as digitally submitted applications divided by total submitted applications from all channels.
  • Customer satisfaction: Responses are scored from 1 to 10, with scores of 7–10 considered positive.

Why are we publishing this data?

The dataset includes key performance indicators that help NHSBSA monitor the effectiveness of digital services and identify areas for improvement, cost efficiencies, and value for money delivered through digital channels.

By making this data openly available, the aim is to support transparency, continuous improvement, and evidence-based decision-making around the delivery of Overseas Healthcare Services. Publishing the dataset also aligns with the NHSBSA’s data strategy, which focuses on making data openly available wherever possible. Providing access to performance data helps NHS organisations, policymakers, and the public to see how the NHSBSA Overseas Health Services EHIC/UK GHIC Digital Application service is being used, while also ensuring that publicly funded services operate efficiently and deliver value for money.
