Baby Loss Certificate service data now available
21 October 2025Data about the Baby Loss Certificate (BLC) service is now available on the Open Data Portal.
The NHS Business Services Authority administers this service on behalf of the Department of Health and Social Care. The service provides certificates to parents who have experienced pregnancy loss before 24 weeks (or 28 weeks before 1 October 1992), offering formal recognition and comfort during an incredibly difficult time.
What has been published?
The quarterly dataset includes information about completion rates, digital take-up, customer satisfaction scores and the total number of transactions processed through the service.
The published data can be used if a change is made to the service to help analyse if the change had the intended outcome.
Publishing this data fulfils our obligations under Standard 10 of the Central Digital and Data Office (CDDO) requirements. As a publicly funded service, we have a responsibility to be transparent about performance and outcomes.
