Request

Under the Freedom of Information Act 2000, I am writing to request the following information relating to all General Dental Services (GDS) and Personal Dental Services (PDS) contracts managed across all Integrated Care Boards (ICBs) in England for the financial years 2022/2023 and 2023/2024: For each NHS dental contract in England during the above financial years, please provide: 1. The name and full address of each contract holder (provider). 2. The total annual contract value (£) for each contract in 2022/23 and 2023/24. 3. The number of UDAs and/or UOAs commissioned per contract in each year. 4. The UDA or UOA rate (£) (i.e. the effective price per unit) for each contract in each year. 5. The number of UDAs and/or UOAs delivered per contract in 2022/23 and 2023/24 respectively. 6. The value of any clawback (£) (performance recovery) applied by the ICBs or NHS England in respect of underperformance for each contract in each year. If possible, please supply the information in a structured, machine-readable format such as CSV or Excel spreadsheet. If it is helpful to do so, please feel free to supply this data by region or by ICB (i.e., a separate sheet per ICB or region). Please include both GDS and PDS contracts where applicable.

Question 1 to 4

Please read the below notes to ensure correct understanding of the data.

This report contains the details from FP17s processed for the period stated 2022/2023 to 2023/2024 in England. The information within the report includes the data items and descriptions listed below. All contracts are paid by NHSBSA and with a UDA/UOA Performance Target/Financial Value greater than or equal to one.

Contract Number: This is a unique 10 character number which identifies a contract.

Commissioner Name: This is the name associated with the Commissioning Organisation. This is a generic term used to denote health bodies, either Area Teams in England or Health Boards in Wales, and arealso known as Primary Care Organisations (PCOs).

Region Description: Latest name associated with the Region.

Provider Name: The name of the provider.

Contract Start Date: The start date of the contract, as recorded on Compass.

Contract End Date: The end date of the contract, as recorded on Compass (only where an end date has been entered on Compass).

Reporting Year: The financial year which the activity/contracted services relate to.

Contract Type: Either GDS – General Dental Services, PDS – Personal Dental Services or PDS Plus – Personal Dental Services Plus.

Principal Practice Address - Lines 1-6: This is address line 1 of the main address used for correspondence between the NHSBSA and the dental contract, it is not necessarily the address where treatment takes place. The Principal Practice and Correspondence (PP&C) address is calculated based upon a number of rules applied in sequence:

  1. If there is only one treatment location recorded in CoMPASS, then this will be assigned as the PP&C address.

  2. If at the 30th of the month there is only one live treatment location, then this will be assigned as the PP&C address.

  3. If there are multiple open treatment locations for the contract, the treatment location with the earliest submission of FP17/O activity will be used.

  4. If there are no open treatment locations at the 30th of the month, the historic principal practice address from POL will be used.

  5. If there are no open treatment locations at the 30th of the month, the address with the most FP17/O activity will be used.

  6. If there are no open treatment locations but one existed and had associated FP17/O activity when the contract was live, then this address will be used.

  7. Contracts that have an end date before 01/04/2013 are assigned a address.

  8. For a new contract where no treatment location addresses have been entered onto Compass, they are assigned a blank address.

  9. If there are no FP17/O records after April 2013, the location with the most FP17/Os with no time restrictions is used.

  10. Contracts that have no FP17 records are assigned a blank address.

UDA Performance Target: The contracted units of dental activity to be achieved for the year, as entered on Compass by the PCO.

UOA Performance Target: The contracted units of orthodontic activity to be achieved for the year, as entered on Compass by the PCO.

UDA Financial Value: The financial value associated with the UDA performance target for the financial year, as entered on Compass by the PCO.

UOA Financial Value: The financial value associated with the UOA performance target for the financial year, as entered on Compass by the PCO.

UDA Delivered - Financial Year to Date: Exclude Foundation Dentists (FD) For England : The units of dental activity scheduled for the financial year to date for the period selected, relating to the financial year e.g. in December this will cover the scheduled months of April to December, excluding FD UDA for English contracts and and including UDA for Welsh contracts.

UOA Delivered - Financial Year to Date: Exclude FD For England : The units of orthodontic activity scheduled for the financial year to date for the period selected, relating to the financial year e.g. in December this will cover the scheduled months of April to December, excluding FD UOA for English contracts and and including UOA for Welsh contracts.

Cost per UDA: This shows the cost per unit of dental activity at the contract. This is calculated by dividing the UDA Financial Value by the UDA Performance Target.

Cost per UOA: This shows the cost per unit of orthodontic activity at the contract. This is calculated by dividing the UOA Financial Value by the UOA Performance Target.
