Thank you for your request for information about the following:
Request
‘My request concerns the Immediate Choice cohort: members who retired between 1 April 2015 and 30 September 2023. As of today, 3 February 2026, please provide the following data:
1. How many retired members in the Immediate Choice cohort have yet to receive their Remediable Service Statement?
2. Of the outstanding cases identified in Question 1, how many relate to members who were due to receive their RSS by the October 2025 statutory/revised deadline?
3. How many members who retired during the 2021/22 financial year are still awaiting their RSS?
4.Of the total outstanding Immediate Choice cases, what percentage are currently categorised as requiring manual calculation versus those scheduled for automated processing?
5. What is the total estimated value of the 8% interest payments the NHSBSA expects to pay on arrears specifically due to delays in issuing statements beyond the October 2025 deadline?’
The NHS Business Services Authority (NHSBSA) received your request on 3 February 2026.
We have handled your request under the Freedom of Information Act 2000 (FOIA).

We maintain dashboards tracking McCloud statistics, including RSS and RPSS provision.
Question 1 - How many retired members in the Immediate Choice cohort have yet to receive their Remediable Service Statement?
299,230
Question 2 - Of the outstanding cases identified in Question 1, how many relate to members who were due to receive their RSS by the October 2025 statutory/revised deadline?
42,251
Question 3 - How many members who retired during the 2021/22 financial year are still awaiting their RSS?
38,585
Question 4 - Of the total outstanding Immediate Choice cases, what percentage are currently categorised as requiring manual calculation versus those scheduled for automated processing?
Based on our current assessment of system capability, we expect approximately 70% of outstanding Immediate Choice cases to be processed automatically, with the remaining 30% requiring manual intervention. These figures reflect our best assessment at this stage; the definitive split will be confirmed once processing is underway.
Question 5 - What is the total estimated value of the 8% interest payments the NHSBSA expects to pay on arrears specifically due to delays in issuing statements beyond the October 2025 deadline?
Following a search of our paper and electronic records, I have established that the information you requested is not held by the NHSBSA.
There are more than 400,000 statements to be issued, and members have 12 months from receipt of their statement to decide if they want to change their benefits. Interest can only be calculated at the point we receive the notification from the member that they wish to change their benefits. As we are unable to predict how many members will elect to do so, it is not possible to provide an estimate of the potential cost.
