Response
The NHSBSA holds the information you have requested, and I can confirm that in the UK, the Department of Health and Social Care (DHSC) provides funding to the NHS Business Services Authority (NHSBSA) to deliver a range of services, including the Vaccine Damage Payment Scheme.
DHSC is responsible for the scheme’s rules, including the eligibility criteria for payment.
Under their rules, to be eligible for payment, it must be proved that:
Severely disabled means at least 60% as defined by the principles for assessing the extent of disablement. These are set out in:
Section 103 of the Social Security Contributions and Benefits Act 1992 (https://www.legislation.gov.uk/ukpga/1992/4/contents)
Schedule 2 of the Social Security (General Benefit) Regulations 1982 (https://www.legislation.gov.uk/uksi/1982/1408/schedule/2)
