Please supply figures for the number of NHS Dental patients who’ve received a Penalty Charge Notice when they were entitled to free treatment, but though lack of knowledge, hadn’t applied for a HC2 Certificate entitling them to free treatment?

I am writing to advise you that following a search of our paper and electronic records, I have established that the information you requested is not held by the NHSBSA.

We do not know if someone is entitled to an HC2 until they apply for the NHS Low Income Scheme. We can only see what exemption someone has claimed once they have received treatment.
