Thank you for your request for information about the following:

Request

‘Please can you provide a break down of the ages of those making a claim to the Vaccine Damage Payment Scheme for a injury due to a Covid 19 vaccine, by the following age ranges

0 to 17, 18 to 29, 30 to 39, 40 to 49, 50 to 59, 60 to 65, 66 onwards. ?

2) Please can you provide a break down of ages of those awarded a Vaccine Damage Payment for a Covid 19 vaccine in the age ranges as above?

3) Please can you provide a breakdown of the ages of those who have received a decision where causation has been accepted but the 60% criteria has not been met in the age ranges as above?

4) How many of the claims for those aged 0- 17 years have received an outcome?

All requests are for claims made due a Covid 19 vaccine.’

We have handled your request under the Freedom of Information Act 2000 (FOIA).

Our response

All data as of 30 June 2025. All data relates to claims received by the NHS Business Services Authority (NHSBSA) and those transferred from the Department for Work and Pensions (DWP) on 1 November 2021. All figures provided for questions 1 to 4 relate to COVID-19 vaccines.

Fewer than five

Please be aware that I have decided not to release the full details where the total number of individuals falls below five or has increased by fewer than five since we last answered this request. This is because the information is exempt under section 40(2) of the FOIA (personal information).

This is because it would breach the first data protection principle as:

a) it is not fair to disclose individual’s personal details to the world and is likely to cause damage or distress
b) these details are not of sufficient interest to the public to warrant an intrusion into the privacy of the individual

Breach of Confidentiality

Please note that the identification of individuals is also a breach of the common law duty of confidence. An individual who has been identified could make a claim against the NHSBSA for the disclosure of the confidential information.

The information requested is therefore being withheld as it falls under the exemption in section 41(1) ‘Information provided in confidence’ of the FOIA.

Question 1 - Please can you provide a breakdown of the ages of those making a claim to the Vaccine Damage Payment Scheme for a injury due to a Covid 19 vaccine, by the following age ranges

0 to 17, 18 to 29, 30 to 39, 40 to 49, 50 to 59, 60 to 65, 66 onwards?

The following shows the vaccinated person’s age at the time the claim was received by the Vaccine Damage Payment Scheme:

• There were 87 claims made where the person was aged 0-17
• There were 1,559 claims made where the person was aged 18-29
• There were 3,660 claims made where the person was aged 30-39
• There were 4,731 claims made where the person was aged 40-49
• There were 5,061 claims made where the person was aged 50-59
• There were 2,401 claims made where the person was aged 60-65
• There were 3,630 claims made where the person was aged 66 or above

There are 15 claims where the age of the claimant is not held. This may be because the claim form was incomplete.

Question 2 - Please can you provide a breakdown of ages of those awarded a Vaccine Damage Payment for a Covid 19 vaccine in the age ranges as above?

Please be advised following the disclosure of a previous, FOI-01492, whereby the figure for vaccinated person's age range was 30 – 39 at the time of claim registration was 16, this figure has only increased by fewer than 5 at the time your request was received on 14 October 2023. I am therefore unable to provide a revised figure as the information is exempt under section 40(2) and section 41 as explained above.

Providing a breakdown of the other age ranges would allow the total for this age category to be calculated when compared with the number of awarded claims the NHSBSA has previously published. The NHSBSA is therefore withholding the full age breakdown as a result.

Question 3 - Please can you provide a breakdown of the ages of those who have received a decision where causation has been accepted but the 60% criteria has not been met in the age ranges as above?

I am unable to provide a breakdown for the age ranges which fall under this question. This is because the figure for those ages 0-17 has increased by fewer than 5 since our last disclosure. Providing a breakdown of the remaining ages would allow this amount to be calculated when compared to information already in the public domain.

Question 4 - How many of the claims for those aged 0- 17 years have received an outcome?

48 claims where the vaccinated person's age range at the time the claim was received was 0 to 17 have been notified of an outcome. This does not include those who were rejected because they were ineligible to apply to the scheme.
