I can confirm that the NHSBSA holds the information you have requested.

In the period between 1/1/24 to 1/1/25 we have issued 1,207,571 Penalty Charge Notices , this would give a monthly average of 100,631. This includes both Penalty Charge and Surcharge letters across PECS and DECS.

Penalty charges are calculated as 5 times the treatment charge up to a maximum of £100 plus the original treatment charge. This is set out in National Health Service Penalty Charge Regulations 1999 https://www.legislation.gov.uk/uksi/1999/2794/contents/made
