'As my S1 has been cancelled in contravention of Section 15.3 yet again I issue a further Freedom of Information Request and this time I require an answer to what information ,protocols and legislation that is being used to issue and cancel S1'

Our response
The S1 certificate is a healthcare entitlement which is legislated by EC regulations 883/2004 and 987/2009. The relevant Articles in the Withdrawal Agreement are contained in Title III “Coordination of Social Security Systems”.
The information used by NHSBSA to issue and cancel an S1 is below. S1s are also issued by HMRC.
Information used to issue an S1 from NHSBSA
The country where the customer is permanently residing.
Whether they are currently in receipt of a UK State Pension or exportable benefit from the UK or will be in the future.
Whether they are in receipt of a State Pension from another EU country, Norway, Iceland, Liechtenstein or Switzerland. If in receipt of a State Pension from Germany, whether they paid Statutory Health Contributions to Germany.
Whether they are working for a UK company within the country they are living in or are self- employed and pay UK contributions.
Whether they are dependent on another person with an S1 entitlement. The nature of that dependency.
Customers full name.
Customer’s date of birth.
National Insurance number.
Residential address in the country the S1 is requested for.
Date the customer moved to the residential address.
Date they intend to move back (if applicable).
Customer’s nationality.
Customer verification information in order to locate or confirm an existing record.
Information used to cancel an S1
Change of circumstance information from the customer, the country they are residing in or another party. This can include the following. The date of these events is required.
Customer has moved back to the UK or to another country.
Customer starts receiving a State Pension from the country they are living in.
The customer has passed away.
The customer has moved address within the country they are residing in. (Some countries only).
The country the customer is residing in no longer accepts them as a dependant.
A dependant S1 holder is entitled to an S1 in their own right. A new S1 will be issued.
Customer verification information in order to locate or confirm an existing record.
The protocols used in issuing and cancelling S1s are governed by EC regulations 883/2004 and 987/2009. Also, by the Articles in the Withdrawal Agreement contained in Title III “Coordination of Social Security Systems”.
