I’d like to make an FOI request for some information about data on dental Penalty Charge Notices (PCNs), and for relevant data.

• We would like dental PCN data at national (UK, England, Scotland, Wales, Northern Ireland, where available) and any subnational levels (for example, regional, local authority, sub-ICB location – or any [inc. historical] equivalents or alternatives)? Including data on:

o PCNs issued

o Related treatment bands (1,2,3)

o PCNs paid in full, PCNs part paid

o PCNs successfully/unsuccessfully appealed

o Cases where any penalty was reduced/eased

o Unpaid PCNs that have resulted in NHSBA employing debt recovery companies

• How many years does the data cover? We would like as many as possible to understand trends over time.

• Is, or can, any of the data be disaggregated by demographics/population characteristics such as sex, age, ethnicity or any other factors?

• If available, can you please provide this data to us at the most granular level possible?

If the data is not held by NHSBSA can you please identify the organisation that is responsible

I can confirm that the NHSBSA holds some of the information you have requested and a copy of the information is attached.

Please read the below notes to ensure correct understanding of the data.

The data includes PCNs sent from June 2016 through to October 2024.

Due to the nature of our data, if we were to run the data again the figures would be different. For example, we have people paying via Direct Debits, so cases will move from Part Paid to Fully Paid as Direct Debit plans complete.

The data is broken down by ICB for England and Wales showing the following information:

o PCNs issued

o Related treatment bands (1,2,3)

o PCNs paid in full, PCNs part paid

o PCNs successfully/unsuccessfully appealed - We do not hold data on unsuccessful appeals. For successfully appealed cases we have used all cases closed for Exemption Confirmed or Cancelled Case Status'

o Cases where any penalty was reduced/eased - We have provided Eased Cases

o Unpaid PCNs that have resulted in NHSBA employing debt recovery companies

o 10 Year Age Band

o We do not hold data related to sex or ethnicity

o We do not hold data for Scotland and Northern Ireland
