I request that a copy of the following documents, or documents containing the following information, be provided to me.

1) The NCL ICB outcomes as set out by the NHS England National Team for individuals with PHB.

2) How NCL ICB plans to: streamline and simplify the current Personal Health Budget (PHB) complex care system, assessment process and management organisation; be an inclusive organisation with Patients/Representatives involvement in operational, finance/funding and management decisions; improve communication and be transparent with Patients/Representatives and the general public; show evidence of Personal Health Budget (PHB) cost effectiveness;

3) The full list of NCL ICB Personal Health Budget (PHB) choices for Patients/Representatives.

4) The full list of restrictions which NCL ICB plans to remove from the Personal Health Budget (PHB) making it work better and with more flexibility.

5) How NCl ICB Personal Health Budget (PHB) will support banking competition with cost effectives. Along side the concerns and my objections to the use of Prepaid Financial Services banking system with poor customer service, you will be aware that the UK Government and Regulators have also their concerns and have investigated and fined the Bank. January 2022 Britain's payments regulator fined Prepaid Financial Services and other banks a total of 33 million pounds for cartel behaviour involving prepaid cards issued to vulnerable people on welfare benefits. The firms broke competition law by agreeing not to compete or poach each other's customers on pre-paid cards offered by local authorities and the NHS (PHB) to distribute welfare payments to vulnerable people. The cartel meant recipients of the cards - who included the homeless, victims of domestic abuse and asylum seekers - could have missed out on cheaper or better-quality products, the regulator said. Make available your policy and reasons for NCL ICB continued support and usage of Prepaid Financial Bank since January 2022 and your plans to continue this support in the long term via My Support Broker (they will only use Prepaid Fnancial Bank accounts).
