Thank you for your request for information about the following:

‘Under Freedom of Information rules we would be obliged for provision of the following:

  1. Since COVID-19 vaccines were added to the Vaccine Damage Payments Act 1979, please confirm how many vaccine damage payments have been made.

  2. Please confirm how much has been paid out in vaccine damage payments.

  3. Please confirm the medical conditions for which vaccine damage payments have been made and how this breaks down.

  4. Please confirm how many vaccine damage payments have been made in respect of each of the vaccine manufacturers.’

Your request was received on 17 July 2023 and I am dealing with it under the terms of the Freedom of Information Act 2000.

Response

All data as of 20 July 2023. All data relates to claims received by the NHS Business Services Authority (NHSBSA) and those transferred from the Department for Work and Pensions (DWP) on 1 November 2021. All figures provided relate to COVID-19 vaccine claims.

Please be aware that I have decided not to release the full details where the total number of claimants falls below five. This is because the claimants could be identified, when combined with other information that may be in the public domain or reasonably available.

Question 1

126 claimants have been notified they are entitled to a Vaccine Damage Payment.

Question 2

The Vaccine Damage Payment Scheme provides a one-off tax free payment, currently £120,000, to successful applicants where, on very rare occasions, a vaccine has caused severe disablement. Of the 126 claimants that have been notified they are entitled to a Vaccine Damage Payment, 113 claimants have received their payment so far. Therefore, £13,560,000 has been paid to claimants

Please be aware that I have decided not to release the full details where the total number of claimants falls below five. This is because the claimants could be identified, when combined with other information that may be in the public domain or reasonably available.

This information falls under the exemption in section 40 subsections 2 and 3 (a) of the Freedom of Information Act.

This is because it would breach the first data protection principle as:

a) it is not fair to disclose claimant’s personal details to the world and is likely to cause damage or distress.

b) these details are not of sufficient interest to the public to warrant an intrusion into the privacy of the claimants.

The claimant can tell us what happened after vaccination on the claim form. At the medical assessment stage, the independent medical assessor provides a description of the assessed conditions they have been able to identify from the claimant's medical records. The condition recorded against each claim may therefore be different to the condition initially stated by the claimant on their original claim form. All data provided relates to the conditions listed by the independent medical assessor in the assessment report.

Question 4

113 claimants have received a Vaccine Damage Payment. Of these, fewer than five were Pfizer vaccine related and the remaining were AstraZeneca vaccine related.
