Thanks for reaching out - I will have to ask some colleagues around why the ODS portal would have different or fewer contractors listed. I'm sure there is a sensible answer and will share as soon I have managed to find out.
I'm not certain on how ICBs obtain or gather but do know that they have to inform us (NHSBSA) when they do. Info on that is published here https://faq.nhsbsa.nhs.uk/knowledgebase/article/KA-03107/en-us

The dataflow that we provide to NHS Digital (as was) for use in their ODS portal and data doesn't include out of hours (OOH) contractors. If you needed to know more around what data NHS Digital publish and why certain data isn't included it might be best to contact exeter.helpdesk@nhs.net who support the ODS portal.
Good morning! Thank you for publishing this new and interesting dataset. I had a quick browse and saw a contractor on the first page of the October release, FHA95 (Badger OOH). This ODS code does not appear on the ODS portal or API, but within the new dataset it has an address and also an opening date. Do you have any details as to how ICBs obtain/determine the contractors that are within this list? Thank you
