ICB Mergers - April 2026

From 1 April 2026, updates to the NHS organisational structure will be implemented by the NHS Business Services Authority, in line with changes defined by the NHS Organisation Data Service and agreed by NHS England:

There will be 6 new ICBs established across England through the abolition of 12 existing ICBs. There will also be a change in the boundary of an existing ICB.

The new structure will be reflected in reporting from April 2026 data (published May onwards). These changes will be applied within the NHSBSA Open Data Portal (ODP), ensuring datasets align with the latest organisational hierarchy.

These changes will also be reflected across other NHSBSA reporting systems, such as ePACT2, eDEN, and eOPS.

Impact on users

Users of the NHSBSA Open Data Portal may notice changes to organisation codes, names, and hierarchical mappings within datasets. Any existing API queries, or recorded processes that rely on previous ICB structures may need to be reviewed and updated to ensure continued accuracy.

April 2026 structure changes include:

  • Mergers of selected Integrated Care Boards (ICBs), resulting in a reduced number of organisations
  • Introduction of new ICB codes and retirement of legacy codes
  • Updates to organisational hierarchies and mappings to reflect merged ICB structures
