Thank you for your request for information about the following:
Request
-
The number of Practitioner Scheme Members who have not submitted their certificate/self-assessment of pensionable income/profit to PCSE by 28 February 2025
-
The number of Practitioner Scheme Membership Records not submitted to NHS Pensions by 31st May 2025
-
The number of Practitioner Scheme Members presently allocated the Tiered Contribution Rate of 12.50
The NHS Business Services Authority (NHSBSA) received your request on 5 June 2025.
We requested clarification on 24 June 2025 with the below:
Question 2
a. Please can you clarify what you mean by “Practitioner Scheme Membership Records”?
b. Please can you confirm if you would like the status on the 31 May 2025, if not please can you confirm what time period you would like?
Question 3
It is too early for us to have this data, NHS England produce this data, however the information won’t be available till 31 March 2026. The maximum tiered contribution rate is 12.5% as of April 2025.
You responded on 24 June 2025 with the below:
Question 2a
This would include all members who do not hold “Officer Member” status and would appear on Pensions online
Question 2b
Agreed, 31 May 2025
Question 3
Noted. They can be revoked from the request
We requested further clarification on 18 July 2025 with the below:
Your previous clarification stating was the following: This would include all members who do not hold "Officer Member" status and would appear on Pensions Online
Unfortunately we do not hold information like this, this would be held at employment level and not member level. A member can have both officer and practitioner service at the same time.
Please can you confirm which of the following options you would like:
Question 1
• The volume of members with a PCSE practitioner post which hasn’t been updated for X scheme year end.
• The volume of members with any practitioner service, with any post which hasn’t been updated for X year end (it may be an officer post that hasn’t been updated)
Question 2
Please can you also clarify what year you would like to know we have received an update for. It is highly unlikely that any practitioner posts will have been updated for 2024/25 as practitioners generally work a year behind officers. Would you like us to check how many aren’t updated for 2023/24?
Please note that our data is live, we will be unable to pull how the data looked on 31 May, only the day that the data is extracted.
You responded on 27 July 2025 with the following:
Question 1
The volume of members with a PCSE practitioner post which hasn’t been updated to 31 March 2024 as at the date of extract.
Please confirm the date of extract.
We have handled your request under the Freedom of Information Act 2000 (FOIA).

Question 2 - The number of Practitioner Scheme Membership Records not submitted to NHS Pensions by 31st May 2025
The volume of members with a PCSE practitioner post which hasn’t been updated to 31st March 2024 as of 24/07/2025, is 21,005.
A member record not being update, does not mean the update has not been submitted by the employer. It may have been submitted and prevented from being processed onto the record due to data validation issues. In this scenario, the update would be awaiting remedial action by either NHS Pensions or the Employer.
A member may have multiple non-updated posts; for the purpose of this FOI each member has been counted once.
Only PCSE Practitioner service has been assessed; the member may have concurrent officer employments which may or may not be updated.
