Dataset Description
The Public Service Pensions remedy (‘McCloud’) addresses the age discrimination identified in the 2015 pension scheme reforms, giving eligible members the choice between legacy and reformed scheme benefits for the remedy period (April 2015 to March 2022).
The NHS Pension Scheme, managed and administered by the NHSBSA, is delivering the McCloud remedy to all affected members.
This dataset provides information about the progress made by the NHS Pension Service in delivering the McCloud remedy to affected Scheme members. For each month it provides information on:
- The number of Remedial Service Statements (RSS) due to be sent
- The number of RSS sent
- The number of RSS choice decision forms completed and returned by scheme members
- The number of forms returned for each choice
- The number of returned choice decision forms that have been processed and applied to the member’s NHS pension benefits
Metrics
- YEAR_MONTH: The month in which the RSS letter has been sent by post to NHS Pension Scheme members affected by McCloud, as of the specified reporting month
- NET_RSS_REQUIRED: The total number of RSS items still due to be sent to members as of the reporting month. This excludes any already issued. The figure may increase over time as members reach the trigger point for requiring an RSS
- SENT: The number of RSS that have been sent by post to NHS Pension Scheme members affected by McCloud, in the specified reporting month
- SENT_TOTAL: The overall total number of RSS that have been sent by post to NHS Pension Scheme members affected by McCloud, over the whole delivery period to date, as of the specified reporting month
- RETURNED: The total number of RSS choice decision forms completed and returned by members, received by NHS Pensions, and logged on our Compendia case management system, by the specified YEAR_MONTH the RSS was originally sent to the member
- CHOICE_A: The total number of RSS choice decision forms completed and returned by members, received by NHS Pensions, and logged on our Compendia case management system, that show Option A (‘legacy’ 1995/2008 Scheme benefits) as the preferred benefits, by the specified YEAR_MONTH the RSS was originally sent to the member
- CHOICE_B: The total number of RSS choice decision forms completed and returned by members, received by NHS Pensions, and logged on our Compendia case management system, that show Option B (‘reformed’ 2015 Scheme benefits) as the preferred benefits, by the specified YEAR_MONTH the RSS was originally sent to the member
- ENACTED: The total number of completed returned member decision forms that have been fully processed and applied to the member’s NHS Pension benefits, by the specified YEAR_MONTH the RSS was originally sent to the member. Please note this does not include any cases where NHS Pensions have needed to go back to a member for more information or seek further clarity on a complex case

The dataset is updated monthly, with data files normally published on or before the third Tuesday of each month.

Data Collection
Data is collected from information gathered and input into the NHS Pensions Compendia case management system via manual processes by operational and administrative colleagues in the NHS Pension Service.
Time Periods
The initial upload will cover May 2025 to April 2026. Thereafter, monthly uploads will be cumulative, reflecting data as at the extraction date, so previously reported values may change alongside the addition of each new month.

Information: Data Collection Methodology
This data is collected via a manual process. The number of RSS and choice decision forms is physically counted by operational and administrative colleagues in the NHS Pension Service, who then log the totals in our NHS Pensions Compendia case management system. We then export this information to our data dashboard for publication.
Information: Data Revisions and Amendments
The information reported in this publication is a snapshot of live data, exported on the second Tuesday of each month. Data can be updated, revised, and amended after its initial publication. Users should always use the latest data available.
For example, for the purposes of this data publication, an RSS is counted as “Sent” once it has been passed on to our print and post service for fulfilment. On some occasions an unforeseen delay at the final fulfilment stage of issuing a completed RSS has meant that, after we have taken the monthly snapshot of the data for publication, the RSS is not posted to the member within the same intended reporting month. In this instance, the RSS may be counted as sent one month, and the date of issue will need to be corrected later. The backdated RSS will therefore be removed from the original count for the intended reporting month and instead added to the count for the actual reporting month.
Information: Interpreting Totals
The figures in this dataset represent different stages of the RSS process. This means the numbers in related columns will not always add up exactly to the totals recorded in other columns.
For example, a form is logged as returned before the point in the process where the member’s benefit choice is recorded, and both of these occur before the case is fully enacted. As a result, the totals for CHOICE_A, CHOICE_B, may not add up exactly to the number RETURNED. The number ENACTED will also likely be lower.
This reflects the normal progression of a case through the RSS process and should not be interpreted as data quality issues.
This also means it is not possible to derive additional data points by adding or subtracting the published figures. These numbers should be interpreted as standalone counts rather than components of a single calculable total.
Information: Understanding Net RSS Required
The number of net RSS required reflects members who still require and have yet to receive an RSS. This figure may naturally increase over time as more members reach a trigger point for requiring an RSS (for example, retirement, leaving the NHS, redundancy, or death). This upward movement is expected and reflects normal scheme activity, not a change in policy or data quality.
